Since acquiring Swarm in 2021 and partnering with T-Mobile in 2022, SpaceX has positioned direct-to-cell as a way to extend terrestrial cellular service, while assembling a spectrum portfolio that can bypass those carriers altogether. That prospect has put telcos on their back foot as Starlink Mobile prepares to reshape the U.S. wireless market and test the limits of telecom sovereignty abroad.

Nearly $28B in spectrum deals later, SpaceX has bought optionality most of all.

In this Starlink Mobile Deep Dive, Quilty breaks down the regulatory decisions that cleared the way for SpaceX, from waivers of carrier-lease and emission rules granted without a commissioner vote to satellite-coverage targets that replaced the tower-buildout milestones on EchoStar’s licenses. On Oct. 6, the FCC authorized SpaceX to launch 15,000 DTC satellites using those EchoStar frequencies. The commission is also considering adding another 482 MHz across eight bands to its satellite-to-phone framework, including the 800 MHz block SpaceX has agreed to buy from Grain.

So the regulatory road may be paved, but it is far from short.

EchoStar’s licenses are not due to transfer until late 2027, and current phones lack the radio hardware needed for full performance on those bands. Quilty forecasts initial commercial service for Starlink Mobile in the second half of 2028, leaving little room for a Starship slip or a lagging handset ecosystem. Rural and suburban markets are the shallow end of the pool, but replacing a household’s primary mobile line in dense urban areas requires reliable indoor coverage from towers, rooftops, and small cells. Those cities sit outside SpaceX’s swim lane until it leases towers or builds out its own terrestrial network.

Carriers retain some leverage through the terrestrial infrastructure needed to reach customers inside buildings – a challenge for all satellites, even Starlink’s next generation. Tower companies could gain a new tenant, and cable operators could add satellite coverage to their wholesale mobile bundles without building nationwide networks. Quilty maps four paths through 2030, from a rural-first retail bundle to the long shot of buying or building a national wireless network, and examines how six signals, including a tower contract or Tesla connectivity deal, could reshuffle that ranking.

Abroad, ITU filing priority secures Starlink Mobile’s place in line, but not a license to operate. Regulators still have to weigh the benefits of expanded connectivity against dependence on a foreign-controlled network for citizens’ communications and data. That anxiety is turning into policy as nations enforce digital sovereignty goals.

In Europe, the Commission’s proposed 2 GHz framework would block a straightforward transfer of EchoStar’s existing EU rights to SpaceX, limit non-EU operators to a third of the band, and push new license selection to 2029 or later.

So a global spectrum portfolio may open doors, but national regulators still hold the keys and control the calendar. And carriers and governments exploring a Starlink partnership now have to consider whether today’s connectivity provider is a Trojan horse for tomorrow’s competitor.
