SDA and DIU have committed ~$63M to deorbit contracts so far, giving vendors a low-risk way to prove docking skills that could eventually refuel, repair, and reposition live spacecraft. With commercial demand still thin, the government needs to seed the market before erecting commercial-viability guardrails on a road that isn't paved yet.
